I removed it a long time ago as it was visible by mistake. If you had selected it when it was still visible, it was still available to play with.
You can try to ask Lucian86 to give you the .ini to show it in the game ; he was not satisfied with the knees moving a tiny bit, so he didn't want his anim to be visible in the game as it...

I think the reason you get these results is because before being exported in another format, they need to be baked first. No idea how to do that.
1) the line judges are 1.84m high, including their shoes, so if you feel they're too big, it's probably just a perspective trick...
2) I have another completely different model for the line judge, and I'll try to remember to make this one moddable (the Modding system for the NPCs itself is already done in TE2013 and it works in TEM2/TE4 but I didn't put the texture in the right folder for the line judge )
