are you just out of a time machine ? Since December 2011, the game is _fully_ playable up to 350-400ms ping and still very enjoyable up to 500ms (and even 600ms if you don't play at the net). Before that, even with 200ms it was already shitty.
And I'm surely one the best to talk about Delay. Why ?
1- Coz the Tour is not made for the top 10, it's made for whoever wants to play (up to 500ms ping with Europe & USA, though), even if he's not that good !
2- I created the game
3- I play online, even if not a lot
4- I played with all sort of Delays
And for the little story, I have been a top player in a bunch of online games, and I can tell you there's a big difference between a real top player & a self-proclaimed Elite ass : the later whines as soon as he starts to lose about the "bad conditions" (or conveniently gets disconnected/disappears/etc...), the former mans-up in such conditions and plays even better..!
Also, even I don't play that much, I'm already in the Best 15% of the online players (Top 25% if you count only the people who really played a lot)...
Delay issues at the time of Chiller had _nothing_ in common with today Delay issues, which are minimalist.
Your whining sounds like a real tennis player who would say "I only play with 10km/h wind, with a sun at 30° over the horizon, at a temperature of 22°c, and if anything changes from that and I loses, it's coz my opponent was used to that conditions and I wasn't" ... Yeah, that's the spirit of the champions...

"2 or 3 glitches per set" vs "no play", I choose the 1st option every time, but maybe it's coz I like to play...

Other online games do that(for example Blizzard's games on the Battlenet) since it's clear that latency is no good for online gaming, especially in games such as TE where your performance depends on fractions of a second. The only thing that would bother me is if there's enough players to found two parallel tours.
