1. Throw out the 06 rankings. They don't correspond other than very loosely to 09 skills.
2. Hold 4 practice tournaments during the month of December. There should be no seeding for these tournaments, and 1 each should be held on clay, grass, blue green cement, and carpet.
3. Use the combined results of the practice tournaments to form the beginning rankings for the 09 season. Each practice tournament should hold equal weight in the rankings.
This is my latest idea, but I also had another one earlier:
Hold one huge practice tournament, with round robin to start it. There would be groups of 4 and each player in a group would play each other player twice, once on each player's choice of surface. Then the top 2 players from each group would advance to the elimination round. In the elimination round, each matchup would consist of two matches, one on each player's choice of surface. The aggregate set count would determine who wins, and if that is equal, then the aggregate game count. If this format sounds familiar, it's because I pretty much stole it from the UEFA cup.

I know there are probably other ideas for rankings also, and I'm not convince mine's the best. If you have an idea, please post it here.
