why cpu serve at a bad level-sublevel isnt at the top of his capacity?

for example: raonic serve has everything at 100 but when I play at junior or pro level he serves at 210kmh instead of 230kmh and same thing for every player...

I read somewhere in this forum that you can change players return aggressiveness... is it possible to do the same thing but with their serve?

I want to play Isner Raonic or those players and feel how hard is to return their serve but at the same time i want to do so while playing at a level (junior-pro) where im able to make 1 fucking point haha.

Does anyone understands what i mean?

You can't expect to drop the levels for this game and expect the same kind of service speed as before? The same as it was on A higher level???
It doesn't matter what the player stats say You're playing on A Lower difficulty
