Some observations made about set amount in TE4 and TEM2 below.
1) It is possible to exceed 5 sets in length in Training Club in TE4 through modification of profile .ini, but this results in a crash (bug report of this submitted 3 or 4 days ago, but profile name was empty). The problem may either be overflow on set amount or the score HUD not knowing how to represent greater set amounts.
Is there any chance of being able to exceed NbSet=3 in Training Club? Exceeding it in World Tour would be more desirable for what I want to do, but set amount has been so resilient to modification for me in TEM2 that I imagine there's too much overhead to make set amount more static in .ini.
2) TEM2 does not give the opportunity to modify standard set amounts at the beginning of World Tour creation as in TE4 but appears to adhere to one anyways. WT_Current.ini, Tour22.ini, Tour23.ini, and Tour24.ini will revert at different points and the values set in the profile .ini and Tennis.ini for NbSet and RealNbSet revert as well. This has persisted through a full wipe and reinstall for me.
a) The primary case I've observed this for is modifying qualifiers from Best of 3 to Best of 5. Some qualifiers in real life do follow Best of 5 like the 3rd round of Wimbeldon Qualifiers.
b) The bigger problem I've seen is the set amount selection before the match being ignored, defaulting to a Best of 1 and doing a Best of 3 instead and doing a Best 3 when I select a Best of 5. I've observed this when TEM2 is active within TE4. I have made sure to close and reopen the game so nothing reverts on close. I just got done reconfirming that this problem is not present when TEM2 is deactivated for the same configs.
My main confusion is why set amount is modifiable from .ini when it appears relatively immutable at only 1, 2, or 3. Game amount has a wide range and the only difference I can see is set amount modifying the HUD when game amount does not.
