The minimum to play the game is around 1000 points, so it should be alright, although you may not be able to run it with the 3D stadium.

Whats the lowest points card we need to play fully the game? I mean 4Κ resolution, 3d stadiums and everything at max?

I think it should be enough to play with the 2D Background, but not the full 3D mode.

You should click on Settings -> Video -> Fast preset because the auto-detect doesn't work well on IGPs (it should be fixed in the next update).
