I just downloaded the latest version, and now I cannot join games because it says they don't have the same version as me? What??? How can they even play without the latest version?

it's coz they logged in just before the version change (it occurred only 12 min ago ! ).

You'll have to wait a couple hours for most people to download the new version, but a few ones should get it very soon..!

Another problem with the new version. I like to use the shift key for my acceleration, but now when I press it the preset chat options come up. Can you PLEASE change this or allow the users to change it? Thanks.

You can download the game again, turn on the "Advanced options" in the "Misc options" menu, then go to the "Controls" and change the keys like you want...
