It's possible if you have a ELO way above your opponent's one and he's leading the score or there's equal score when he quits.

in OP, you said "reduction", not "penalty".
You'll get penalty when the games think you acted bad & forced your opponent to quit : usually, it means u swapped to another application for too long. It can be also from watching Replay or staying in menus for too long.
