Hello,
here are the umpire announcements from TE2013 ; install them in your Mods folder so you'll get this folder : "Mods\Umpire_TE2013\Sounds\UmpireUS_Emmanuel [TE2013]".
To locate your Mods folder : launch the game, click on the "Show Data Folder" icon in Settings -> Profiles.
