I would like to know how I can start a game higher year than 2008 In the begining it shows a top range of 2009-2023 But will not let me start higher

you can't.
But if you want, you can pass the 1st year easily. Enter any tournament, refuse to do the qualif, & then enter the tournament of 1st week, you'll pass the 1st year quickly (with u'll lose most of your skills).
