I don't know if it's a bug, but I think that I could got only 5 stars in special talents. I got all them.

Hello,

it's 7 Talent stars in the World Tour. I have no idea how you reached this state. Maybe you installed a Mod or using an old Modding SDK ? Or you started a Unique Tournament and imported your player from the Training Club ?
