Hi, from a few days I am having a problem playing tennis elbow.My game is lagging a lot and my FPS is 3,9.When I am playing vs someone my ping is about -200 ms.Why am I having this problem and how can I fix it?

it sounds like the 3D acceleration of your GPU has been turned off.
Try to check that (possibly reinstall your GPU drivers).
Post your System.log if you want a confirmation.
