What I mean is exactly about the special rules, if it's a SA Tour, South Americans should have 100% of advantage on it (e.g Even if a SA do not appear to play his match, he should get the WO though or have more chances on the RL...) ... Actually, it wasn't the South Americans that were complaining about Lag or Time Zone.. it was the Europeans...

There are 3 hypothesis that should concur simultaneously for this rule's effects to happen.
- There should be a SA player playing against a non SA player.
- The non SA player shouldn't have been online at the times we've stablished
- The SA player should have.
