I can only repeat myself. We have two great tutorials from Neeky and manutoo and a bunch of anim makers to ask if there are problems with 3ds Max.

Maybe i'm wrong but i think you can only implement anims which are made with 3ds Max 8 into the game.

can i set a time for a specified number of frames in 3ds max ?
if not, how do I add frames in the middle of the animation (Where I want) ?

I don't know what you mean with a time for a specified number.
You can easily add frames in the middle of an animation. As soons as you move or rotate a part of the bipep, 3ds max will create a frame.

i mean that can i set a time for frames not the animation (all frames).
ex:
in my forehand 2H i have 40 frames. and i want to edit time for the first frames or last or the frames from 15 to 25.
Because there are players have a low preparation to serve or.....

40 frames are too much i think. The more frames an anim have, the less smother it is. Keep that in mind!
Try to delete unimportant frames. 3ds max does a great job calculating the motion between the frames.
About the time:
You can shift the frames in your timeline to change the speed of the animation. This should do the job!
