For the regular courts that come with the game, how do I change things like court speed, traction, etc.?

I'm sure this question was answered previously (more than once) and I thought the answer was in the courts.ini file. But I don't have a courts.ini file (or at least, I can't find it).

Yeah, it is in court.ini.
You should find it in Data/CourtXX (XX is the number of the court). If you don't have that files, probably you will need to extract it using qped or packscape
