in the next update, you'll be able to add this line, under [TrainingClub] or [WorldTour] (depending on where you play) :
SunIntensityScale = 0.15

The skybox won't change, so you'll still see only a few clouds in it.

With 0.10, the player's shadows are barely visible, with 0.15, it's more like you can see a bit of the sun through the clouds. Tune it to your preferences.

Is it only possible for PC version the possibility to customise set time and sun intensity?

What do you mean by "customise set time" ?

For the sun intensity, it'll work on all versions of the game. (Check the HowTo)
