How does Davis Cup work?

The courts are chosen randomly, but how is determined which country plays at home, and in which surface the round is played?

I mean, f.s.: If Spain plays in Spain, the normal thing would be to play on a clay court. If Spain plays away, the other country will select a fast, indoor court or grass court.

The surface is chosen depending on the topspin skills of the home team players. It doesn't depend on the guest team players.
