I decided to play the game with Human Control of the first player while the rest of the player will be controlled in AI in match with a mix of management instead of the traditional World Tour mode where player can allocate the skills points to which stats they want to Improve, But I have a question: Why I can't play the World Tour with multiple players at start with TEM2 Mode Activated, compared to World Tour mode which I can play up to 4 players at start without TEM2 Mode Activated? That's so odd!

because in TEM2, you have to get some reputation to be able to hire additional good players.

So which mean I can't create additional players at start and be able to create additional players in later stage?

Yes, in World Tour -> Hire & Buy -> Recruit Players.

Hmm... there's no section like the one you mentioned, it just the list of players from the world tour rosters to recruit to, and no section that I can create additional player at the later stage in this game...

You cannot create a new player mid-game, you can only recruit players from the Tour.

Let's consider this: Add the starting number of players option for TEM2 mode
