Is the penalty for high topspin on fast surfaces the same as the penalty for low topspin on slow surfaces? What about 'average speed surfaces; are they topspin 'neutral', or is 50% best and lower/higher are penalized, or does it work some other way?

Hello,

1) for the text-matches, the penalty is 50% bigger on slow surfaces for low topspin than on fast surfaces for high topspin.

2) On average-speed surfaces, topspin is ignored.
