I wanted to gift tem2 during steam sales to my family member who already owns te4. Is there a way to play tem2 with te4 graphics ?

Hello,

once your relative will have both games in his Steam library, he'll just have to click on the TEM2 icon in the TE4's Main Menu to play TEM2 within TE4.
