I just did a few tests with my player at 75% everywhere and with a CPU volleyer at 75% in form, in Junior then Pro difficulty.
So yup it's very hard to do a winning lob, but it's not impossible. You have to be very well positioned, and wait for the volleyer to be at the closest point possible of the net (it needs about 2 or 3 volleys), then deliver a top spin ball to get a fairly quick volley back, and if you're not beaten, it's a good time to do a winning crossed aggressive lob...
It's also possible to do a successful "half-lob", when you hit a crossed ball with a lot of top spin (button 1 + down)...
