Why for me both shift+F12 chat messages don't work? Also shift+tab for chat ban doesn't work. How can I solve this? I'm using Steam version, maybe it has something to do with it.

it has been changed to Shift + Backspace, to avoid issue with Steam. You might be playing with a Mod that didn't update the help text..?
For Shift + F12, you could change "Shift" in the Controls.

Shift+backspace is now ban chat?

Late reply, but still-F12 messages doesn't work so which is now key to use it? To which key it was changed by you?

Hum, that's strange. Maybe you have to change the F12 screenshot shortkey in Steam to make the key available for the game.

Again late reply but I did this well before I started this thread and I also tried to disable Steam in game. But still doesn't work. Can I change it somewhere in game files from F12 to to other key?

No, it's not possible.

I just checked and actually, I had totally removed the F12 Key handling for the Steam version. For next update, I'll put it back in play for the Quick Chat sentences...

Next update is coming out?

Maybe in a few weeks, I'm pretty busy at the moment...
