experience points for a loss in qualification ?

In the full documentation for the game you say that you earn 25 experience points for a loss. In the early stages of my career losing qualification matches for future tournaments, if I lose I only get 12 points. Could you please clarify why I don't get 25 points? My progress is very slow because of this.
