Question about stroke consistency

I would like to ask you how the stroke consistency works. We know that having a consistency equal do the power service will result in about 70% efficiency of top speed servce.
About stroke consistency we know only that "The higher your consistency is, the more you can strike the ball in a difficult situation (low, fast or high ball) without accuracy handicap."
Is the stroke consistency related to the power as it is in the service? Is a player with 30% stroke power and 50% stroke consistency more consistent than a player with 80% power and 75% consistency?
