I have a career going with a player from Panama. I got him ranked 77 and did not schedule him for davis cup because Panama does not have a team on the game/ But when I get to the 1st week of playoffs, it says "You country needs you for Davis Cup!" and so without a choice my player was sent to face Peru in a Panama vs Peru match. But I had no teammate. Nobody else was from Panama so I was the only one playing davis cup. I won both but lost 3-2 to Peru.

What is this?

Hello,

in such case, normally, the game engine should change the nationality of a low ranked player to your nationality so you could play the Cup correctly.
You can send me your saved games (to the email you got your License Key from) before the start of Cup round if you want me to have a look at it to figure out what happened.
