as the issue seems to not be about the game itself, but the setup around it, I cannot do much to fix it as there's probably nothing to fix on my side.

Hum ok, but it's strange because this problem has happened to many people, and only on this game...

I don't know why but the problem is fixed, I can now play the game smoothly!

Check your display drivers update dates from device manager. Maybe there is a new one from more recent date.
It could be the 325mb cumulative update that came out midweek. Either it's good to hear it's fixed.

as already requested earlier, you can :
- if someone is very motivated and can find a DirectX8 game, could he try it on his setup and check if it gives the same issue or not ?
Games released during 2000-2002 on both Windows & Xbox have a good chance to use DirectX8 (if only Windows, then they might use only DirectX7).
Games 2003 and onward should usually use DirectX9
- If someone could do a video with his smartphone, maybe it'd give me some hints about what's going on...

I get the same issue here. No fps drop, but get terrible stuttering. I find that if I pause (during the point) and the unpause, often it stops stuttering for that point, but quite often have to do it each time. Don't know if it helps, but World Championship Snooker 2005 runs on Dx8 and I can no longer play that at all - when I try and start it crashes back to desktop about halfway through the initial load screen.

Downloaded that game to check that and got the same problem
White screen for a few seconds, and it crashes.

For the pause, it's a bit strange... Does anyone else noticed that ?

BTW, my Win10 explorer is super buggy ; it stalls & hangs all the time, it feels like we're back to Windows Millennium ! (it still misses the bluescreens to get that vintage Win95 feeling )

I also have this issue and it's really annoying. Now I wish that I would've stayed with Windows 8.1, Win10 has so many issues at the moment it feels like a beta version (The long reboot time is really getting on my nerves!).

Manu please do something! Give an update or something like that. We cant play the game!

try to reinstall TE2013 and then manually install your display drivers, maybe it'll help.
