So if you give anyone Bad/Good reputation and then you click on 'Player statistics', when you go back to the match menu you'll notice that the reputation you gave him is not applied anymore, so you'll have to give it again.

did you Mod your game ? This should have been fixed with latest Build.
Anyway, the server doesn't take into account the 2nd vote.

You don't give rep when you click on the little thumb icons ; you vote when you click on "Ok" or "Give rep" ; if you don't & go to player stats & come back, then your selected rep isn't selected anymore.
