auto delay is where it automatically sets the delay for you to suit the game conditions, whereas 117 is a set delay, which is the minimum delay for your tournament matches regardless of ping.
(you can change the delay value if you click left or right on the numer ~ in game, minimum is 33 and max is 200)

ok? why is the tournament rule 117ms? its to high,

It is quite high, but you will play opponents every not and then that are more distant, plus most players here are used to 117ms delay since the rule came about.
