the download link I post in this thread ( not in any mod patch if that's what you ask. you have to download the file and add the face yourself.)

might be the changes I made in [Male/Hair] part of male.ini?
I add ModelB line for every hat(cap & headband), and ModelC line for every headband. I'm not 100% sure, but you can try it. my file look like this:
