Davis Cup - team roster problem

Is there any way to eliminate doubles players from playing singles ties in Davis Cup?
It's not cool to see Paes, Buphati, Fyrstenberg, Matkowski beating decent players like Safin, Agassi, Henman, Santoro and even that average player from Switzerland, what was his name?

Well, i don't know if this is the reason, but following my experience:
You will get good players in DC doubles if you have them. I mean, i started my career in 2011, we didn't had any doubles couple, so i played with ''Falla'' doubles (singles player).
In 2013, when Cabal & Farah raised in doubles ranking, they played their doubles, even being +400 & +700 in singles ranking and me being 7th of singles (and Falla TOP50).
Anyway, most of Doubles TOP players (even being bad), would beat TOP singles players in doubles (though, they would get a bagle in singles ':D )

it should depend of their singles ranking (& yearly singles strength) to determine if they play singles or not. Increase rank of any other singles players and they should replace the doubles ones. Also, be sure to set doubles players' SingleDouble to 1.

Yes, I have SingleDouble = 1, but you know - for the polish duo, their singles rank is around 1560 (so players with 0 points), in doubles they are third and fourth if we had a national rank (me and Chadaj are ahead), and Chadaj was never chosen to the team, just two doubles specialists. Same story with India, there are some players around top400, with Paes/Bhuphati being with 0 points, but on the highest positions in doubles, and they are still playing.
