For break point bar: You must edit hudabove file (for example A250_hudabove.menu). You'll find line:

This Left Up is a position of break point bar, and Center Center is a position of text in break points bar. So change that value and you'll change position of break points bar.. And this for time,service speed, i didn't understand? What do you want to do with that?
