This is true, but I want to allow teams the opportunity to change their lineups if they want after the first three matches.

Im afraid scotland are retiring from the Davis cup.
by retiring before monday im pretty sure that means DC hasnt officially started and will not count towards out total tourneys played, so portaly go through.
