1- If i have lower counter skill do i hit slow balls faster than with higher counter skill?
2- So is there any + having lower counter skill?
3- And is the counter skill effecting only to the normal and topspin strikes ( not accelerations?)

2- Slow balls are slightly less easy when you have a high Counter Skill
3- Yes
