I turned "Devmode" on in tennis.ini and in the character sheet for my career player ingame it says I have a Return rating of 63.

What individual skills determine this rating?

My return of serve is still quite poor after many, many hours of playing career. How can I improve? What skills should I be allocating experience points to?

Hello,

the Return skill is only used by the CPU, it doesn't influence your player when you control him.

I think Net Presence has somewhat to do with ROS. I usually mod Nole and Murray's net presence to 87 and 88 and their returns exactly the same in real tennis.

To have a good return you need to play many matches, practice makes perfect. Firstly. I suggest you stand quite far from the baseline and then just keep getting closer to the baseline by the time you practice, also try to be more aggressive on opponent's 2nd serve. Now I can do the new Federer's return skill this year in the game. It's fun!
