it's easy to make wrong statistics when you play as you'll always feel a lot more the annoying balls than the other ones.
Your stats might be closer of the reality when you take in account the whole rally, not each strike. For example, if 25% of times the CPU hits an annoying last-instant-shot (AKA counter), then in 2 strikes he gets a ~44% chances to hit at least one, which might be enough to turn the rally in his favor.
On the other hand, the CPU is very good for positioning, so even if you hit the line with your counter, often he won't be much annoyed and you won't get the upper hand in the rally from it.
