I just replaced all "MSN/WLM" occurrences in the FAQ by "MSN/Skype" as WLM is now in its dying process and is being replaced by Skype ; other MSN compatible messengers should still work though.

Small clarification about Accounts rule.
Following "more than allowed", it's been added: "or for any other reason. People may change their account nicknames at any time though: topic13-4870.php"

Now, Tour Mods can override the RL chance % within the system : in that case, in the Latest Results page, such RL will have their "Reporter" field labelled "(By RL.XX)" with XX being the override percentage (a normal RL is labelled "(By RL)" )

This is a positive change. The transparency is improved. I still remember how I lose the shanghai doubles match by RL when the banned mod Kuga/Sheraz, who is also a close friend of my opponent VampireZattitude, used the overriden RL to make her friend win without letting me know the real %. But it will be even better if mods can tell us their standard of when to use the original RL% and when to use the overridden %.

I recommend that:
1.If mods find that some high-ranked players abuse it against some very good but lower-ranked players they should override it to 50:50.
2. Also If a player has won by RL already in the same tournament, the mods should override it the next match decided by RL, whether he abuses it or not because It shows his lack of effort to organize matches despite not intentionally abusing it. (say if a high ranked player has 80:20 for his first RL match, the next time the RL should be overriden to 50:50 even if he is not abusing it. If it is the third time he uses RL, it should be further reduced to 25:75)

It is not a secret that many top-ranked players abuse RL when they face tough opponent who is ranked lower than themselves. (Or less good players abuse RL to beat good players that they have little chance to beat) Half of the matches they played are decided by RL and WO. The vicious cycle is that they use RL to get to high-ranking, then they abuse it again to maintain the ranking since they have even higher RL % now due to their high ranking. The attitude is that they would rather like to use RL than to play the match. This is very ridiculous since we are on the tour to play actually but not to click the RL button and win some undeserving matches.

1.- Playing level has never and will ever be a reason to change RL percentages.
2.- This was already a rule but we didn't have a way to enforce it, now we do.

The "abuse" you say is the key.
Intentional or not, there has to be some sort of "punishment" for not really being available to play but not quite to the point that that person's opponent should get a w.o, hence the possibility to override RL% that we now have, but had been using since like always for this situations.

Change in Queue Rule :
you can now also queue for a Doubles Tournament if it's not in the Main Tour (ie: it's a Challenger or Future) if you're already queued in a Singles Tournament in the Main Tour (ie: Grand Slam / Masters / TET).
Before only the opposite was possible.

New players queueing requirements

From now on new players will no longer need to provide their schedule and location in their profiles in order to (1) be able to queue for a tournament that has registrations open.
We will only ask for a forum account, providing a valid Skype ID in said account's profile (2) and posting here

Note 1: Players will still need to provide them at a later time tho. Worst case scenario, right after they find out we can't do much for them if neither their opponent or us know when they will be available or their timezone :fear:

Note 2: after you have added your Skype ID please add us (specially the mod in charge of the weekly tournament) so we can tell you more about the tour.
Our Skype IDs are in here in the second to last post.
