the only link for sellers on https://www.paypal.com/mobile is to http://www.paypal-promo.com/mobilecheck ... ister.html , which doesn't explain anything, and doesn't ask if I already have a Paypal account or not in the form... And for normal users, they need to register their phone to receive money. So I'm not sure how it works on my side, and I don't know the fee rates as well, so better to wait for the explanations from Paypal.

Unfortunately, here Paypal's answer :
"We are sorry but this possibility doesn't exist for french market. It is
only available for UK PayPal accounts."

If you can do a wire transfer for free to your Paypal account, then you could load money to it 1st, and then send to me from it after.
