It's possibly an issue with your DirectX version. Try to install the latest version to fix the problem. I don't think it's a problem with your router or port.

Yep, same problem with me. I have done everything to restore my hosting power and nothing.... I've turned off windows firewall, opened 4321 UDP ports in my router once again and nothing I have no anti-virus, so there you can not find any problem.
