There is no particular date to start. In your case, you can start playing now because both teams have applied their players.

6 countries still need to apply their players: Spain, France, Peru, Serbia, England, and Scandinavia. Spain, Peru, and Scandinavia also need to choose the surface for their respective ties. The sooner these countries get this done, the sooner you can play your ties.

Good match. He's a good clay-court player. I was playing more aggressive than I may have liked to because I had class right afterward (no fault of his, since I didn't tell him that). So I made some more errors, but at the end he made way too many errors also.
