Tu n'as pas posté le fichier, seulement son emplacement...

it's the "p_*.ini" files in "C:\Program Files\Tennis Elbow 2011\Profiles\Default" (replace "Default" by the name of your Profile, if you created one).

About FirstYear issue,
it was more an engine limitation than a bug, as it was working as designed (both bases were supposed to have same years)...
