It's not about the level ; sometimes, the CPU player will put some spin in the ball (either slice, topspin or twist), which produces slower serves.

I did a few sets with different levels, and the average serve speed goes down as expected when lowering the level.

go to Training Club -> Character Sheets -> Player 2 and change its CPU icon on the bottom left to Human.
