try to use "Start -> Programs -> Tennis Elbow 2013 -> Config" to set the correct video mode, then launch the game.
But maybe you don't have enough RAM to set up this mode.

the weight of the bad (and good) votes depend of the total number of votes you got recently ; so if you didn't have much votes lately, then it's normal the bad vote you just got gave you a -11% instead of a -7%.
