Try to delete the Tennis.ini (you'll lose your Training Club players, but not your World Tour saved games) ; maybe the default settings will work better.

If you use "any" direction with a button that doesn't have any other strike mapped to it, then pressing up/down doesn't have any influence on the topspin amount, you'll get the maximum possible (according to the current ball and your positioning).
