No, the default name is built-in the code. Maybe you can change it easily using a hex editor on the saved game file.
For the country, it should be possible as well, but it'll be harder to locate it in the saved game file.

countries in 1st & 2nd levels are listed in Data\Tour.ini , so it's always the same ones at start of the game.

If your country is 2nd level, you have to queue for the 2nd Davis Cup event of the year. And if your country wins everything, it'll end up in the 1st level.
