Don't put the Modding SDK within the Mods folder. Except that, I don't know what mistake you could have done...

edit the resulting Tennis.ini (ie: with the values changed back to default), instead of an old Tennis.ini and it'll be ok.
ie: the game marks the new Tennis.ini as updated and won't update it again.

from what I saw, there was almost no 3D court modding done for TE2013 anyway. Maybe I missed some ?

And sure, you still can use the 2D courts from TE2013, just need a bit of adaptation. (it's all explained in the doc linked above)
