to add a TourCategory, just look the TourCategory.ini and copy/paste a category (don't forget to change its number).

You can add this line to any tournament in the Tour.ini (not in category !) :
CountryPlayer = DE
so this tournament will only accept players from Germany.

like I said, it'd need many rules and many special cases handling, and at the end, even if the players in a tournament could be close of the real life, almost all matches would be different coz of the seed mixing...
