Humm, ok, so have a look at the rankings, you 'll see a lot of low ranked players share the same rankings, although it's a big coincidence to have so much players with same ranking at once in the same tournament, I think...

I guess u started a game in 1990. In this year, a lot of players just start their career, and thus have 0 ranking points. So they all have the same ranking for a while.
