in real life, almost no player can hit efficiently on the rise.
In TE2009, you still can hit the ball almost correctly when taking it on the rise if u're well place, but you'll always have ball speed & precision penalties.

I'll have a look at this ; maybe there's a case where the CPU misjudge the ball all the time. But normally, due to the imprecision of the service, it shouldn't be possible to serve on the outside part of the line every time.
