to convert the anims, you'll likely need 3DS Max, but maybe it'll work on other 3D software but it's unlikely ; to create new anims, any 3D animation software exporting to FBX will do.

If it's not your RTX 2070, then it means you have a 2nd GPU/IGP that is taking over. You should specify that you want to use your RTX with TE4. I don't know how to do that...
