RL: Do we need change for its execution?

Now we just have our Noumea challenger doubles SF match decided by RL after the two players are given 9 days to organize the match. The draw is released since 2/1/2015 and today is already 11/1/15. They still haven't played the match and the mod has no choice but calls RL. The funny thing is that these two players started the match thread since the 1st day of draw release and have the motivation to go to forum to ask "when?" every day but without the motivation to play a real match. I think there is clearly some problem with RL here.

Meanwhile in one of the brisbane QF match I saw a player write on the match thread that "if you are not here. we call RL" after disappearing for days and then leave this message right before the deadline. (And he is the higher ranked player in that match-up, giving him a better RL chance). It is like he does not care about to play if he can win by RL.

It is not a secret that some players have 90%+ of their matches decided by RL. Some players have all or most of their matches (4-5 matches) decided by RL in more than one tournament and in 2015 they are still doing it without being stopped.

I notice some positive changes from the moderation team. For example, they don't jump to RL instantly when they just see both players write on the thread and judge who may have only appeared for a very short time. The new RL overriding system also makes possible the changing of RL ratio.

But my concern is that it seems with these new rules being implemented for the 1st week there are still abusive RL uses (though I do not deny that some potential victims of RL are "saved" when mods override the initial ratio that disfavors them.)

I thus suggest that
1.mods should give warning to those who have an obvious history of overuse of RL and should ban them if they abuse it again.
2. Also, mods should do the overriding of RL ratio (to 50:50 for example) more often when they find that the one with higher RL ratio didn't give enough effort to organize the match.

My purpose of this thread is to point out the general flaw of the current RL system so I didn't mention any player's names (though some probably know who are those usual suspects that don't play an actual match to reach final in multiple tournaments). If they are allowed to use RL after 9 days of "trying" to organize the match, there would be more excuses for those who say 1-2 days are not enough and thus they have to use RL.

But if the higher-ranked player who has a history of overuse of RL in the past is still winning by RL and reaching another final without playing a match before the final, I certainly agree he/she should be given a warning at least. But now there's no even such rule to give a warning, not to mention sanction an official ban. And what's worse becoz of the limitation of the rules, mods still use that lopsided RL ratio that greatly favors RL abusers. And I certainly agree that mods should even think about giving more WO to the opponents of those who obviously don't have a skype or don't care about playing if they can win it by RL.

Yeah, this is problem. I think that players in this situations should have 3 or 4 days, and if they don't play mod do wo or rl, no to wait 10 days. I always try to play my matches in 2 days, if opponents replay. Same players always play earlier than others.
